The college is affiliated to Periyar University, Salem and offers programmes in Arts, Science, Literature and Commerce. 5 Under-graduate programmes are offered. Departments of Computer Science, Commerce, Mathematics and Physics have Continuous Affiliation from Periyar University. Admission to the programmes for an academic year begins from June. The College, on the whole ensures a transparent and fair admission process, purely on the basis of merit providing equal opportunity to all aspirants irrespective of their socioeconomic, cultural and educational upbringing. The admission procedures of UG programmes are ensured by strictly adhering to the norms and guidelines issued by the Government of Tamil Nadu and Periyar University, Salem. The candidates who have passed Higher Secondary Course conducted by the Government of Tamil Nadu or an equivalent examination shall be eligible to join the first year of the UG degree courses, subject to the stipulation that the candidates satisfy certain specific conditions, if any, prescribed by the University for admission to the respective courses. While admitting foreign students, it is ensured that the candidate holds a valid visa (students’ visa/provisional students’ visa) to study in India and eligibility for admission. The students are requested to obtain clearance from The Registrar, Periyar University with regard to the eligibility of the candidate before confirming their admission. Jayarani Arts & Science College for Women, Salem, takes significant steps to curb the menace of ragging on campus in accordance with the UGC Regulations on Curbing the Menace of Ragging in Higher Educational Institutions, 2009 and the judgment of the Hon'ble Supreme Court of India. These regulations aim to prohibit, prevent, and eliminate ragging from educational campuses. According to the Hon'ble Supreme Court of India, ragging includes "disorderly behavior or treatment of fellow students, whether by words (spoken or written) or by actions that have the effect of teasing, treating, or handling with rudeness any other student; indulging in rowdy or indecent activities that may cause or are likely to cause physical or psychological harm, or raise fear or apprehension in a fresher or a junior student." Jayarani Arts & Science College for Women, Salem, has implemented multiple mechanisms based on UGC directions to ensure a ragging-free campus, as per the recommendations. Various steps have been taken, as outlined below: A. Basic Measures: Formation of an anti-ragging committee, with adequate publicity for these measures through various media channels. Inclusion of anti-ragging warnings in the institution's prospectus, information booklets, brochures, and on the college website. Updating the institution's website with complete addresses and contact details of the nodal officers related to the anti-ragging committee. As per UGC regulations and its 2nd amendment, each student and every parent must submit an online undertaking every academic year. In line with the 3rd amendment of UGC regulations, ragging is defined as: "Any act of physical or mental abuse (including bullying and exclusion) targeted at another student (fresher or otherwise) on grounds of color, race, religion, caste, ethnicity, gender (including transgender), sexual orientation, appearance, nationality, regional origins, linguistic identity, place of birth, place of residence, or economic background." The campus is equipped with CCTV cameras at vital points to curb the menace of ragging. B. Counseling and Monitoring Measures: Regular interaction with students and counseling help in detecting early signs of ragging and identifying potential trouble spots. Members of the anti-ragging committee conduct surprise inspections at hostels, student accommodations, canteens, recreation rooms, toilets, bus stands, and other areas to prevent and address any incidents of ragging or inappropriate behavior. C. Creative Dissemination of the Idea of a Ragging-Free Campus: To promote a ragging-free environment, various events like anti-ragging workshops, seminars, and other creative initiatives are conducted periodically. Jayarani Arts & Science College for Women, Salem, Tamil Nadu, has maintained a ragging-free campus since its establishment by adopting the UGC regulations of 2009 and following the Supreme Court's judgment. Due to continuous vigilance by the anti-ragging committee, monitoring cell, and staff, and with the cooperation of students, no incidents of ragging have been reported. Meetings involving students, parents, and teachers are organized every academic year to sensitize the senior batch of students. During these meetings, students are required to give an undertaking that they are aware of the rules and punishments for indulging in ragging and pledge not to engage in such activities. Parents are also required to sign an undertaking acknowledging the rules and confirming that their wards will not participate in ragging, as per UGC guidelines. Every academic year, students and their parents are sensitized about the negative impacts of ragging. Awareness meetings are conducted annually with police officials of at least DSP rank, who brief the students on the legal measures related to ragging. These meetings are organized for each batch by the respective batch coordinators. Action Taken Reports related to the prevention of ragging and the implementation of UGC anti-ragging guidelines are submitted to the Registrar every year. The Dean, members of the anti-ragging committees, hostel wardens, and student counselors conduct regular meetings and carry out surprise inspections at hostels, student accommodations, canteens, recreation rooms, toilets, bus stands, and other areas to effectively prevent ragging and uncalled-for behavior. Anti-ragging banners and posters are placed at prominent locations on the campus, and complaint boxes are installed in every building, along with the contact numbers of authorities. Following the judgment of the Hon'ble Supreme Court of India dated 08.05.2009 in Civil Appeal No. 887/2009, the University Grants Commission framed the "UGC Regulations on Curbing the Menace of Ragging in Higher Educational Institutions, 2009," which were notified on 4th July 2009 in the Gazette of India. Jayarani Arts & Science College for Women, Salem, adheres to these regulations and subsequent guidelines in both letter and spirit. The Anti-Ragging Committee (ARC), headed by the Principal, has been formed to monitor and take immediate action to prevent ragging at Jayarani Arts & Science College for Women, Salem. An Anti-Ragging Committee was constituted at the college level by the Principal to work on curbing the menace of ragging and safeguarding fresh students, along with department heads, class coordinators, hostel wardens, and deputy wardens. Meetings were organized for senior students, and they were instructed not to indulge in any kind of ragging activities or engage in illegal/anti-social activities. Flex banners/signboards were prepared (stating the UGC-declared punishments for students including in ragging activities) and displayed at vital points in the college premises, including hostels. The class in-charges of the departments were instructed and assigned anti-ragging duties during the day in the first-year girls' and boys' sections for a period of two months. They were also tasked with monitoring senior students and addressing them regarding ragging prevention. Hostel wardens, along with supporting staff members (residential tutors, mess managers, ward boys, and ayahs), were instructed to monitor student activities in the hostel. The contact details of staff, viz., the Dean, Wardens, Deputy Wardens, Residential Tutors, and Year Coordinators, were displayed in the hostels to facilitate easy contact. The latest rule of the college, as approved by the Academic Council, is as follows: "Disciplinary action will be taken against any student found guilty of organizing or participating, directly or indirectly, in ragging or any such activities either on campus or off campus, which would be against the canons of good conduct and behavior and would bring discredit on the institution. Those found guilty will be expelled from the hostel and/or the college." The Anti-Ragging Committee entertains formal complaints regarding ragging on or off campus. The committee inquires into the matters and submits its report to the Principal of the college for the imposition of punishment as per college provisions, the Tamil Nadu Anti-Ragging Act, UGC Anti-Ragging Regulations, and the directives of the Supreme Court and the UGC Regulations. Therefore, the teachers are expected to be of exemplary characters. Teachers are required to: Be present on the College premises before the College beginning time and remain on the campus till the end of the College hours. Sign the attendance register and bio-metric while reporting for duty. Be available on the campus unless and otherwise they are assigned duties elsewhere. Avail written permission from the principal, at least a day in advance, while availing CL or OD. Be good counsellors and facilitators. They should help, guide, encourage and assist the students to ensure that the Teaching-Learning Processes effective and successful. Value-based education must be their motto. Monitor the group of students who are assigned to them as per the Tutor-. Ward/Mentor- Mentee system Maintain decorum both inside and outside the classrooms and set a good example to the students. Carry out academic, co-curricular and organizational activities that may be assigned to them. Write text books, publish articles in reputed Journals, present papers in Seminars and Conferences, take up Research Projects and also attend Faculty Development Programmes and Quality Improvement Programmes to update their knowledge. Comply with any instructions issued by the Competent Authority by way of Circulars. Attend the Department association meetings, seminars and College functions like Sports Day, College Day, Independence Day and Republic Day without fail. Employ themselves honestly, efficiently and diligently under the orders and instructions of the Principal or College Managing Committee. Be responsible for the internal management and the academic functioning of the College and exercise such powers as may be necessary for the due discharge of his duties. Forward a proper medical certificate of communication in case of sickness or other inevitable causes explaining the extraordinary circumstances to the Principal. Conform to all the provisions of the Tamil Nadu Private Colleges (Rules and Regulations) Act, 1976. Office staff constitutes the work force for the smooth and effective functioning of the College. Therefore, the following traits are expected of them. Being punctual and reliable in their duties. Being honest in words and actions. Maintaining proper interactions with students and professional boundaries with staff. Being supportive to other staff members. Maintaining the hierarchy in the administration. Adhering strictly to the official resumptions, the closing time and the dress code. Not allowing unauthorized persons to perform official duties. Conform to all the Provisions and Statutes of the Tamil Nadu Private Colleges (Rules and Regulations) Act 1976. Good Manners and Behaviors: Every student should conform to the rules and regulations relating to attendance, library, college fees, examinations, etc., Hostel residents must obey the hostel regulations. Students are forbidden to smoke on the college premises, to write or make any marks on the walls or to throw paper or ink on the floor of the classrooms or the verandas. Students are not allowed to stand or walk along the verandas of the college during class hours. Strict silence must be observed during class hours in the classrooms. Students are expected to be courteous to all, especially, to their teachers and elders. When a faculty or any other member of the staff enters a class room, the students must stand and should not remain seated until the staff asks them to do so or he himself takes the seat. They should likewise stand up when the staff/faculty leaves the class room. No student should leave the classroom during lecture hours without the permission of the faculty. Similarly, no student can call out any student from the class without permission from the faculty. Any difference that may arise among the students and staff should be resolved by peaceful methods, and with a spirit of give and take. Therefore, the students should not address any authority in a collective body. Such an action is subversive to good order. Requests, petitions, appeals and complaints of any kind must be made in the first place to the Head of the Department concerned and never directly to the higher authorities. College property and furniture should be handled with care and anyone who damages them will be held liable to pay for the damage caused. Stealing of college property or belongings of others constitutes a serious offence and therefore immediate action will be taken. Lights and fans in the classroom must be switched off when there is no lecture in the class. Science students will not be permitted to take away any broken apparatus from the laboratories. Two-wheelers should be parked in the sheds and not anywhere else on campus. Students are expected to regularly go through the notices put up on the notice board. Ignorance of any notice thus displayed will not be accepted as an excuse for failing to comply with the directions contained in it. The consultancy charges may include the following items Cost of equipment and Software Books and Journals The Overhead for the use of departmental infrastructure Travel Consumables Contingent expenses Fee for Scientific/Technical Advice Remuneration Analytical services The college will distribute the consulting fees to the personnel and departments after receiving payment from the industry or client. The department may use the funds it received for the consultant's academic research projects as well as departmental welfare. For any consulting activity, the technical details and consulting fees may initially be discussed in person, by email, or in correspondence between the consultant and the industries. A non-disclosure agreement, terms and conditions, and information about the job to be done, can be signed by a consultant with the industry or client in front of authorities or the concerned head of the department. It goes without saying that, under all circumstances, the total estimated cost under headings (i) through (ix) cannot surpass the total consulting fee. There is no cap on the total amount of the consultancy fee that can be charged. Nonetheless, this kind of behaviour shouldn't obstruct an individual's ability to do their daily obligations. In this regard, our college has constituted the Anti-Ragging Committee, Discipline Committee, Student Grievance Redressal Cell, and Internal Complaints Committee, among others. These committees are active on our campus to maintain zero tolerance, and each committee has its own convener and members. Details are given in the college calendar, student handbook, and also on the website. This policy applies to all members, including employees, students, visitors, and any other individuals associated with Jayarani Arts and Science College for Women, Salem. 1. Awareness Campaign: Regular awareness programs on drug addiction and anti-ragging are conducted to educate the community about the zero-tolerance policy. The Principal addresses the freshers during their induction to sensitize the students. Information materials are distributed, and workshops are organized to ensure understanding. 2. Reporting Mechanism: (Both offline and online) Complaint/suggestion boxes are kept at vantage points, ensuring confidentiality for all complaints. In-person complaints can be submitted through a signed letter to the Principal/Grievance Cell/mentor. Complaints can also be sent via postal/courier addressed to the Principal. Online complaints can be sent to the Principal's email ID. 3. Investigation and Resolution: The Grievance Redressal Committee conducts prompt and unbiased investigations, and appropriate action is taken. The range of disciplinary actions for different violations is clearly mentioned in the student handbook and uploaded on the college website. 4. False and Frivolous Complaints: Any false, frivolous, or anonymous complaints not bearing the student's name or signature shall be summarily rejected. If it is established that the complaints were made with malicious intent, severe action shall be taken against the complainant as permitted under college rules. The college is dedicated to being attentive to gender issues in accordance with the Indian Constitution's enshrined gender equality principle, which grants women equality and gives the state the authority to implement positive discriminatory measures against women. In accordance with the Supreme Court's ruling in this case, the college gender policy is presented as a commitment to achieving this goal. The institution works to ensure the safety and rights of all women on campus, including visitors, stakeholders, faculty, support staff, students, and administration. Students, instructors from all disciplines, support staff, and administration are all expected to benefit from the gender sensitization programs; they should not be restricted to only students. The ability to live, work, and study without fear of harassment, equality, and dignity are the fundamental components of a college gender policy. To ensure the safety and rights of women working for the organization, it must be drafted and authorized. Giving female employees additional opportunities to become involved with the organization's goal can help address the unfair staffing pattern in the college. Effective safeguards for the protection and safety of both genders are put in place by the college. A grievance redressal cell that is open, active, and impartial within the college. All genders will have equal opportunities at the college, free from discrimination of any type. Girls’ pupils are given a sense of security and confidence by the presence of women in all departments, including faculty, support personnel, etc. at order to avoid eve-teasing, signboards and posters should be placed at strategic areas across the college grounds. Regular talks and debates about gender issues should be planned, and a certified consultant should be invited for advice and counseling on these topics.
